National Computing Centre

 

NCC Objectives

 

One of the primary functions of a National Computing Centre would be as an e-government initiative at the level of IT support, application development, high level short term professional training, consultancy services and research & development.

 

The ICT technical staff in various Ministries and public institutions will need to be supported in more specialized tasks such as installing a network or creating/programming a new database, preparing tender document, assessment of proposed solutions. This support would come from a team of experts in the National Computing Centre. There should be good communication and regular reporting between the ICT teams in the ministries and the NCC. This will enable staff at the NCC to identify common problems and propose solutions and/or improvements where appropriate. Members of ministerial ICT teams should be encouraged and given the opportunity to spend sabbaticals in the NCC, where they could shadow NCC staff in order to improve their technical skills.

 

Major Functions

1. Research and Software Development

  • Support Ministries and Public Institutions in developing and customizing in-house applications system.
  • Second line support for hardware and software problems in ministries and other government agencies,
  • Research in various programming languages for e-application development for the Government internal applications.
  • Develop systems using UNIX, VMS , NT , AIX as required by the Ministries and Private Sector.

 

2. Network Testing and Bandwidth Management

  • Disaster/recovery, security issues and management for all Government buildings which are connected to internet via TerraCom fiber optic network backbone,
  • Providing appropriate training and services to government on the application of VoIP technologies in order to reduce costs of communications,

 

3. Network Security

  • Network security, VPN and Voice over IP,

  • Monitor Government system performance and provide security measures, troubleshooting and maintenance as needed,

 

4. High Level Professional Training

  • Provide input to the education/university sector to maintain the high quality of technical graduates in Rwanda
  • Conduct regular 10-day training program to provide participants with a strong understanding of various technologies for example in networking the following courses may be conducted:   VOIP , Hybrid Wireless Communication Systems, Wireless Access Technique, Satellite Communication Systems, Wireless IP, Service Development, Validation, Testing and Deployment, Network Management and system operation, Wireless privacy and security, Wireless Services and Applications, New Data Services for Wireless Networks, Enabling 3G and Beyond Technologies and Architectures, and Mobile Internet.
  • Providing short course professional training in network infrastructure using technologies like Broadband, Fixed Wireless, Mobil technologies, Network Management, Packet Networking, Switching, Signalling and Networking Intelligence, Firewalls, Intrusion Detection Systems, Demilitarised Zones, Virtual Private Networks, and Remote Access.
  • Facilitate and promote skill sharing and coordination among government ICT staff
  • Facilitate and promote cross ministerial competency groups.
  • Engage in mentoring and training activities for governmental ICT staff including allowing for sabbaticals at the NCC by governmental ICT staff

 

5. Consultancy Services

  • Provide technical guidance on emerging technologies in ICT.
  • Provide consultancy services in Implementing network configurations, network architecture (including hardware and software technology, site locations, and integration of technologies), and systems.
  • Evaluate vendor network products in order to determine those best suited to the Government’s needs. Research and present information and recommendations to the Government on the purchase and installation of network hardware, software and telecommunications equipment in relation to optic fibre cables and other available technologies.
  • Identify sections of e-government initiatives suitable to be outsourced to the private sector.
  • Provide advice and support for ICT projects requiring private sector involvement.
  • Monitor and evaluate private sector service provision to government and provide feedback to ministries and the private sector.

 

5. Date Centre

  • Deliver strategic intelligence to the decision makers and provide an insight into the overall situation through the Central Online Transaction Processing (OLTP) Server hosting data belonging to various Ministries and PSO’s.
  • Responsible for developing, hosting and maintaining Government and PSOs Websites using technologies like Active Server Pages (ASP), Cold Fusion, JavaScript, VBScript and Java Applets, PhP and MySQL.
  • Host Government/National/eRwanda portal.

6. ccTLD and RINEX

  • Set up ccTLD and ensure its operations on behalf of RICTA.
  • Transfer RINEX from Terracom Building to RITA offices and ensure its continuity.
