The Government of Rwanda puts great emphasis in the establishment of a suitable environment in which the ICT sector operates. One of the main factors that have to be considered is a sound and inclusive legal framework, in which all the three stakeholders (Government, Private Sector, and Civil Society) can comfortably operate. In today's information society access to ICTs is a basic human right, a right which should be protected and extended.
