E-Government is one of the departments of RITA established as a result of attempting to streamline RITA’s provision of advice to government insititutions in the effort of ensuring effective service delivery to Rwandan citizens and residents. The department seeks to utilise technology to accomplish reform by fostering transparency, eliminating distance and other divides, and empowering people to participate in the political processes that affect their lives. RITA is in the process of assisting the Government of Rwanda bring its services closer to its citizens, as opposed to the traditional visits to Government offices. With the collaboration of her institutions, consultants, and the private sector, mechanisms are being devised on how to effectively have different strategies to build e-government. Eventually, transformation of Government business, however, needs to take place in an environment which allows departments’ and provinces’ systems to “talk” to each other.

The main implementations are office automation, e-mail, web access, data communications and management support. Infrastructure projects and back-office applications have been implemente. Most ministries have Local Area Networks (LANs), some spanning entire buildings and others connected to Wide Area Networks (WANs).

The long-term objective of this department is to assist the Government consolidate its services by focusing on systems that enhance interoperability, eliminate duplicative processes and redundancy, and foster integrity. That is the driving force behind this department.
