CONSULTANCY SERVICES

I. Introduction

In its Vision 2020 statement, the Government of Rwanda (GOR) envisions a transformation from a largely agriculture based economy to one based on knowledge and information through the use of Information Communication and Technology (ICT), in an effort to reach middle income status by 2020. The Vision 2020 document has been made operational through the National Information and Communication Infrastructure (NICI) Plans, which lay out how this is to be achieved. The GOR created Rwanda Information Technology Authority (RITA), to specifically coordinate all Government ICT initiatives, projects, programmes and investments in the country, specifically the implementation of NICI Plans and to ensure their viability.

 

In view of the above, Rwanda Information Technology Authority (RITA) wishes to recruit qualified and well experienced consultant for which job descriptions and requirements are listed below:

 

1) Procurement expert

Assignment

The consultant is required to assist the RITA procurement office in all procurement in accordance with National and several development partners’ procurement guidelines and procedures such as World Bank, Sida and UNDP.  The assignment will focus mainly on training and mentoring of relevant staff within RITA but will also include direct operational support.  Key responsibilities include:

·         Assess procurement capacity of the persons to be trained;

·         Prepare a capacity building program including training for procurement staff of RITA and other RITA staff involved in the procurement process not exceeding 10 trainees in total. The capacity building program will be established on the basis of the framework following adoption of the Procurement Code;

·         Review and modify procurement manuals if necessary;

·         Assist RITA staff in refining and updating the procurement plan for RITA;

·         Monitor the procurement activities prepared and implemented by relevant RITA staff;

·         Provide quality assurance of bidding documents for civil works and goods as well as of requests for proposal for the procurement of services initiated under the RITA and monitor compliance of RITA with procurement guidelines and procedures;

·         Work with RITA Procuring Entity in the preparation of relevant documentation for civil works and goods as well as for the procurement of services in line with relevant guidelines and procedures;

·         Any other duties that may be assigned by the management of RITA from time to time in furtherance of the above responsibilities.

Duration, terms and conditions of appointment

The assignment is expected to be for a period of six calendar months renewable.  More efforts in coaching and mentoring are expected to be devoted during the beginning of the assignment.

Consultant Qualifications

-      A University degree in business/public administration, finance or economics

-      At least 8 years experience with the execution of procurement activities – preference will be given to candidates with knowledge in ICT procurement.

-      Proven ability to coach and train procurement officers in accordance

-      Strong client focus and people skills, excellent interpersonal skills; good team player;

-      Excellent communication and analytical skills;

-      Fluent in English or French with a working knowledge of the other language;

-      Computer literate with good knowledge of MS Office (Word, Excel, Access, Power point)

 

 

 

 

 

 

2) Networks Expert

 

Assignment

 

34 government sites are currently connected to service provider (ISP) via fiber optics. Several other Ministries in conjunction with Rwanda Information Technology Authority (RITA) have developed their own sectoral plans in order to develop internal infrastructure within the Ministries and their regional branches. RITA would like to put up a system that will interconnect and coordinate government networks in a single and uniform network for easy and secure data sharing, collection, analysis and reporting on major Government policies and interventions. The network will centrally-manage electronic data, voice and image service and provide Internet gateway for all Government Ministries and PSOs, which need to have built-in security and reliability options for safe usage and control.

 

To support this objective, the expert is expected to provide technical assistance and advice on the best viable solution for GovNet project and assist in on-the-job support to local counterparts in the RITA.

 

Key responsibilities will include:

 

  • Advise for the optimal solution for GovNet
  • Design secure and reliable Internet connectivity for GovNet members
  • Assist in establishments of a Network Center in RITA premises
  • Assist in setup and configuration of main network gateway
  • Ensure integration of GovNet with each Ministry’s internal LANs environment
  • Analyze existing LAN of Ministries and government institutions connected to the fiber back bone and recommend if necessary the compatible active devices to be installed in each Ministry to get good network performance
  • Assist in drafting of technical specifications for equipment
  • Assist in drawing of network designs and topologies
  • Take part in tender selection process and analysis
  • Provide help in implementation phase
    • Installation and configuration of servers and equipment
    • Installation and configuration of related Internet and Intranet services
  • Assist in training of local IT support team
  • Support in maintenance of the systems implemented

 

Duration, terms and conditions of appointment

The assignment is expected to be for a period of six calendar months renewable.

Qualifications

 

·         Masters degree in Information Technology, Information System or related field;

·         Proven success in designing and developing IT network and communication systems;

·         10 years of experience in the field of IT network and telecommunication;

·         5 years of experience in the field of consultancy;

·         Strong writing and communication skills; and

·         Fluency in English, knowledge of French will be an asset.

Remuneration

The remuneration will be compatible with the qualifications and experience of the candidate and will include agreed expenses. Payments will be made on receipt by the RITA of the deliverables in acceptable form and content.

 

Remuneration: Posts carry attractive remuneration packages.
