Announcement: NICI Coordinator & NCC Director
Introduction
In
2001, the Government of Rwanda adopted the National Information and
Communication Infrastructure (NICI) plan.
Its implementation is coordinated by RITA, and is aimed at using
technology to improve government service delivery to citizens and businesses,
as well as to provide informational content to specific target groups,
particularly in rural areas including women, farmers, and traders. The NICI’s are 4-phase, 5-year rolling
plans. Their main broad foci are national socio-economic development, poverty
reduction, wealth creation, and employment generation. The second NICI (NICI 2006-2010) which runs
up to the year 2010 has identified 10 main pillars.
Rwanda Information Technology Authority (RITA) wishes
to recruit qualified and well experienced experts to fill the following senior
position for which job descriptions and requirements are listed below:
1) Job title: Coordinator for the implementation of
the NICI Plan
Job
Purpose: The Coordinator for the implementation of the
NICI Plan will provide strategic vision for translating
the government policy into implementable action plans. S/He will be a member of
the senior management team and will work with the team to coordinate the
implementation of the planned programs and initiatives of the NICI Plan
together with the implementing agencies.
Duties and Responsibilities
The
Coordinator for the implementation of
the NICI Plan at Rwanda Information Technology Authority (RITA)
will have among other responsibilities the following:
- Define M & E framework
taking into account performance indicators, data collection methods, data
management and reporting formats.
In doing so, participate
to the monitoring and evaluation process of each of the NICI sub-plan
(pillar) will write progress and performance reports of each of the
program;
- Develop and maintain effective information
systems to facilitate the monitoring, evaluation and review of the NICI
Plan status and progress;
- To
establish resource mobilization strategies for the implementation of the Programmes
and the associated Plan-Actions
- Monitor and evaluate the implementation of
each of the Programs and Initiatives and their corresponding Plan-Actions
by establishing and ensuring that the stated Time-Bound Measurable Targets
of the Plan-Actions has been realized;
- Develop framework for facilitating the
Monitoring and Evaluation. Reporting of the implementation of the
Programs, Initiatives and their Planned Actions. Framework will therefore
serve as the main driving force for facilitating transition from one
NICI to another;
- To determine what intervention actions
to take at the organizational level if specific Plan-Action Time-Bound
Measurable Targets were not implemented or their due dated are not met and
see to it that these actions are taken;
- Facilitate responsible Ministries and PSOs in
defining NICI projects and resource
mobilization for the implementation of various projects;
- Ensure that all project managers of the NICI
implementing agencies have adequate project management skills especially
in defining the requirement of the projects;
- Facilitate the Ministries, PSOs development
of their respective ICT Policy statements on the deployment and
exploitation of ICTs to support their activities and operations within the
framework of the NICI 2010;
- Lead and/or participate in field evaluations
or surveys as required for policy formulation and program development
•
Produce
a Quarterly NICI Plan Status Bulletin that will be used to report on: the
status of on-going NICI Programs and
Initiatives in the various implementation Agencies and sectors of the economy
•
Prepare
and submit a Consolidated Bi-Annual Plan Monitoring and Evaluation Report to
the RITA management.
Job
Requirement and Competencies:
Academic Qualifications
·
A
higher University Degree preferably at Masters or higher level degree in
appropriate discipline such as Computer Science, Information Technology, Information Technology Management, or
equivalent.
·
Five
(5) years of post qualification work experience 3 at a senior management level
in a reputable institution/organization;
·
Knowledge
and proven capability in developing national ICT Policy and Plan process and
monitoring shall be an added advantage;
·
Technical
skills, qualifications or work experience in any area of ICT is a
pre-requisite.
·
Any
participation in recent technical courses/training are seen as an advantage
·
Experience
in monitoring and follow-up is regarded as an advantage.
Knowledge, Skills, and Abilities Requirements
·
Knowledge
of public-private sector partnership and their operations in every essential;
·
Should
have considerable knowledge regarding management/coordination of projects with
international dimensions;
·
Understanding
project management methodologies and tools and have a strong knowledge of
applicable business areas, the supporting technology architecture, and
applicable processes;
·
Ability
to demonstrate a background of personal and strategic leadership;
·
Ability
to develop Terms of Reference for contractual services and management of the
service contracts;
·
Experience
in budget preparation and execution;
·
Well
developed analytical, negotiation and problem solving skills including ability
to identify and participation in the relation of issues/problems;
·
Ability
to work in a team and collaborate with institutions of different nature;
·
Willingness
to work extra hours and committed to meeting deadlines;
·
Ability
to apply good judgment in the context of the assignment given;
·
Excellent
communication skills (written and spoken) including the ability to draft/edit a
variety of written reports, studies and other communications and to articulate
ideas in clear, concise style
2) Job title: Director of
the National Computing Centre (NCC).
Job
Purpose: The
Director for the National Computing Centre will provide strategic vision for
enhancing NCC activities that including the provision of IT technical support
(Hardware, networking and internet, software maintenance and multimedia
development) to both public and private sector as well as hosting of the
Government critical applications, websites, web portal and email servers. S/He
will be a member of the senior management team and will work with the team to
set project priorities and implement processes that will help improve designed
activities for the NCC.
Duties and Responsibilities
The
Director of the National Computing Centre (NCC) at Rwanda Information
Technology Authority (RITA) will have among other responsibilities the
following:

Management
and administration of the day to day affairs of the National Computing Centre;
·
Provide
leadership to NCC. In this capacity he/she will be directly responsible for
supervising the work of the staff of NCC;
·
Facilitates
regular meetings with NC staff; provides
leadership in decision making,
conflict resolution and team building;
·
Together
with NCC staff provide 2nd-line technical support in network and internet
security to the public and private sector;
·
Lead
in the development of standards and guidelines with input from the NCC security
team that ensures compliance with applicable legal requirements and government
and international policies on security and standards;
·
Develop
strategies for bandwidth management for the government network (GovNET);
·
Analyze
users requirements and identify new system development requirements;
·
Inform
the public and private sector of the services provided by the NCC;
·
In
collaboration with the coordinator for the national Data Centre, liaising with
the Consultant in the design and establishment of the National Data Centre
(NDC) with the focus to the layout of the centre, human resource requirement,
as well as business model for NDC. From the consultant’s advice, supervise the
establishment of the NDC;
·
Supervise
the setting up of the cyber security research laboratory at RITA;
·
Supervise
the establishment of the NCC Help Desk/Call Centre;
·
Monitor
new ICT technological developments, provide technical advise with regards to
security system and keep RITA abreast with the trends of new technologies;
·
Initiate
research and consultancy projects that may generate income for the centre as
well as provide services which might not be available,
·
Preparing
progress reports concerning technical and financial aspects of various projects
under the centre;
·
Perform
any other duties as may be provided by the Executive Director of RITA from time
to time;
